Birmingham City Council wishes to take positive action towards improving digital connectivity across Birmingham, and wants to take a lead in finding innovative solutions to encourage its citizens to be able to benefit from the digital revolution. This contract provides an opportunity to develop commercial models in partnership with Birmingham for wireless connectivity, working with BCC as a sole corporate landlord, facilitating commercial negotiations for access to, and use of, the City’s 230+ tower blocks, 95 000+ lamp posts and other City Council owned assets.
BCC seeks a partner who can provide a wholesale, open access digital wireless network which will enable increased broadband speeds compared to 3G, increased levels of accessibility to high speed mobile broadband services and a ubiquitous, high speed, innovative service and product proposition to help tackle digital exclusion.
The successful partner must be prepared to make a significant investment in equipment, systems and services to bring next generation connectivity to the city and to work with BCC to realise the appropriate vehicle for the implementation of a ubiquitous next generation network across the city and suburbs of Birmingham.
The council considers that a Joint Venture approach in partnership with Birmingham is likely to be the most suitable option for citywide, ubiquitous next generation wireless connectivity, and welcomes expressions of interest from organisations or consortia prepared to consider this approach. However, if an alternative solution would be more advantageous to this project, the council is also willing to consider this.

Description of particular conditions: When executing the contract in the UK the successful tenderer will be required to comply with the recommendations of the code of practice for the elimination of Racial Discrimination and the promotion of Equality of Opportunity in Employment published by the Commission for Racial Equality.
The successful tenderer will be required to participate actively in the service related economic, social and environmental regeneration of the locality of and surrounding the place of delivery for the procurement.
Accordingly, tender evaluation and contract performance conditions may relate in particular to social, economic and environmental considerations.

Organisations wishing to be considered for a tendering opportunity must notify the City Council of their interest by no later than Friday, 16.12.2011 at 17:00 hours, using the council’s e-tendering system In-Tend, https://in-tendhost.co.uk/birminghamcc/. Once registered on In-Tend organisations will then be able to access a pre-qualification document which must be completed and returned using the tendering system by no later than noon on Friday, 23.12.2011 at 12 noon. The questionnaire provided by the City Council will ask service providers to indicate their economic and financial standing, technical ability and appropriate skills, efficiency, experience, reliability and provide satisfactory responses to questions relating to race relations, health and safety and sustainability. The information provided in response to this questionnaire will be used as part of a pre-tender evaluation in order to select a long list of potential service providers to be invited to tender. Where consortia or group of organisations wish to express an interest in this project each organisation responding to the provision of services will be expected to complete a questionnaire. Organisations should note that if and when this requirement is offered to tender (ITPD stage onwards), this will also be done via electronic means using In-tend.
