II.1.5)Short description of the contract or purchase(s)

NHS Commercial Solutions in collaboration with NHS PRO-CURE Collaborative Procurement Hub (PRO-CURE), East of England NHS Collaborative Procurement Hub (EOE CPH) and NHS London Procurement Programme (LPP) on behalf of the other contracting bodies (OCB), (named in section II, object of the contract – main site or location of works); are looking for a number of providers to be appointed onto a framework agreement for the supply of digital dictation, speech recognition and outsourced transcription. The provision of these services has been defined within the following lots:
Lot 1 – dictation hardware.
The provision of digital dictation hardware, including wired and wireless devices. Providers of hardware should have the capability and expertise to provide guaranteed products, service and repair, purchase in bulk or on adhoc basis for replacement of damaged units and recommendations on identifying best fit products for trust requirements. Hardware providers can operate through a direct relationship or through a wholesaler model.
Lot 2 – digital dictation.
The provision of digital dictation workflow system, including software, workflow management tools and associated support services for implementation and training purposes. All these elements must be offered. The digital dictation system should provide a complete workflow solution from point of dictation to transcription and distribution through print and/or electronic distribution to GP’s and PCT’s. The system should have capability to integrate with trust PAS systems and have the functionality for typists to populate trust templates with patient demographics and authors to review and approve documents, once transcribed.
Lot 3 – speech recognition.
The provision of speech recognition systems including software, workflow management tools and associated support services for implementation and training purposes. All these elements must be offered. The speech recognition software must have the capability to fully integrate within the digital dictation workflow system and have the functionality to produce documents in front end (client side) and back end (service side).
Lot 4 – outsourced transcription.
The provision of outsourced transcription services for medical and clinical transcriptions, including the ability to send and receive encrypted documents in compliance with EU and NHS date regulations. Tenders must be able to demonstrate previous experience of managing medical and clinical work and have the capability to integrate with trust PAS systems so that demographics are applied to documents once they are completed and returned to the trust.
Lot 5 – managed service solution.
A fully managed service solution, which covers the dictation hardware, digital dictation workflow and/or speech recognition and/or outsourced transcription as a complete solution. Providers are able to bid within a strategic partnership and/or consortium model as long as the direct management of the contract is through a single provider contact.
Lot 6 – bespoke services.
The provision of bespoke services, to include but not limited to, product developments to trust specific specification, adhoc services, providing background work or benchmarking to identify trust requirements and innovative service solutions. Providers will develop a strategic partnership to work with trusts to improve trusts document production and management.
The authority envisage that it will enter into the framework agreement with a maximum of 4 providers for each of the lots.

Potentially 150 NHS organisations in the 4 regions could call off the framework agreement to implement a digital dictation, speech recognition or outsourced transcription solution. The framework will also be available for trusts to use nationally, which will allow any other NHS organisation access to this framework agreement, through the authority.

Objective criteria for choosing the limited number of candidates: As per Pre-qualification questionnaire responses. Where results are within 5 percentage points of the bidder scored in 7th placed they will be eligible for being invited to bid. Where a bidder fails to meet a mandatory requirement they will be excluded from receiving a tender. This will be applied independently to each lot, suppliers will only be invited to tender on lots that they qualify for under this tolerance criteria.
